For a handgun you have to use a contract carrier(UPS, FedEx, etc) if in state ONLY for a handgun. Handguns can't go through the USPS unless going to an FFL. Must go to an FFL either way if out of state.

roger that but if one was to use UPS or Fedex they wouldn't be using USPS e.i. the government to ship so would that make it okay to ship a handgun within the state borders?

While the post office will allow nonlicensees to mail long guns to other nonlicensees in the same state, it restricts its services for handguns and pistols to FFL holders. Nonlicensees who want to ship a handgun are limited to contract carriers, which—by the way—require that you ship the gun to or through an FFL holder.
