Then some asshole charges in, COMPLETELY ignoring the rules of engagement, plops down in the stall right next to me, no nest or anything, engages his target with a heavy artillery barrage, then proceeds to make a phone call as he wraps it up.......

It's called a Social. The proper etiquette when someone plops down in the stall next to you, is to clear your throat loudly. Grunt one out to assert dominance and that your turd is way bigger. Snot rocket that shit. Then say "Alright brother have a good one." While reaching your hand under to shake his hand.
