I don't know. Normally once someone is in the car and all the info/evidence is gathered up it's time to head to the jail. About the only reason to take someone back out is to transfer them to another vehicle (ambulance/paddy wagon), or if they are having some kind of real or imagined medical event or to stop them from doing something stupid like kicking the window out or banging their head on the cage. Even then you do something to mitigate their stupidity, like put on a leg restraint or G load their seatbelt tight and back in to the car they go.
The whole conspiracy thing? Yeah....No. This event was nothing more than a union protected criminal cop in a liberal run city's fucked up police department (remember Mohammad Noor shooting Justine Damond...Yeah same department) doing an incredibly stupid and criminal thing that became the event that communist George Soros, antifa and the rest of the loon left show was waiting cocked and locked for so they could do their thing. If not Minneapolis it would have been the next controversial killing of a black man, justified or not, that would have kicked it off.

I think people sometimes, intentionally or not, give the government way too much credit in planning/pulling off these grand conspiracy schemes while at the same time way underestimating the level of money/intelligence/organizing/money/effort the shadow left pours into their front line organizations that are responsible for the violence and discord on the streets.
