Since billing is typically done in 6 minute increments, it wouldn't meet the threshold required for completing a task. There's nothing wrong with networking. It's an essential career advancement skill that takes time and attention to develop.
I had something in mind like
Take the entire hour lunch you're entitled to taking and make the effort to talk to people outside of your department or agency. Learn about collaborative opportunities and build professional relationships instead of just billing out as many hours as possible (because that's not how the org is structured). Show up to the retirement parties and make nice with folks. If you interview for an opportunity elsewhere, knowing that one person in the org and getting practical advice can put the opportunity in perspective and help you put your best self forward when it counts most.
I'm not suggesting anything like going in and lying about qualifications or desires. Even selfishly, that makes no sense because it implies that it's not an opportunity that provides satisfaction/longevity when a candidate lies to get an offer. That's called dishonesty, not taking advantage of available opportunities.
