I'm no lawyer, but if they are taken off of the registry and treated like firearms, then they should be legal to make at home, as long as you aren't making them to sell.

I saw cans for sale at a gun shop in Aix en Provence France in 2003ish. They had a selection just like you described, but aluminum. Most were 40-60 euros ($55-75 at the time) and were available on the shelf next to hearing protection.I would love to see the HPA pass.
I really believe you'd see "silencers" in blister packs for $30 right next to the cheap Bushnell scopes. I can see a super light, 100% plastic can that is literally disposable. Once it's dirty or gets a little too hot, you just trash it and get another one.
I'm sure there's still a market for all metal (i.e. durable) cans, but I could see the cheap alternative becoming very popular. Especially for the weekend plinker that just wants something on the end of their 10/22.
