I want to build a AR rifle in 8mm... I know that there are AR rifles in 30-06. I think that I could use everything from the 30-06 rifle, mags, lower, buffer, upper etc. I'd just need a custom barrel/ chamber to fire the 8mm round.

Not sure of the rate of fire for the FG42, but the MG42 in WWII had a rate of fire of 1200 rounds per minute. It's still in use today in 7.62 NATO. But the rate of fire is around 800 rounds a minute now.
Rate of fire for FG.42 was about 900 rounds per minute.
The MG42 was used by the Bundeswehr and evolved into the MG3. The Yugoslavians also adopted it as a GPMG as the M53.
The Spanish used a version chambered in 5.56 called the Ameli, which makes an appearance in a Carnik Con video (LMGs)
