Why get out of a car in order to stop another car coming directly at you? One reason only: To put yourself in a position that justifies the use of lethal force.

Note that once she stopped they tasered her. Why use less than lethal force now? She wasn't a threat that justified lethal force. She never was. The cop made her a threat by positioning himself in front of the car.
