I'm broke, so it doesn't matter to me what they've "invented"... Although it darn sure sets an interesting precedent.
If it were from Olympic I'd just guess it was a non-functioning firearm.
Besides a smooth bore all I can think of is some kind of extension of the barrel into the upper receiver making it 16". Like say you pull the barrel from the receiver and it's one solid piece 16.1 inches? The last 4.5 inches being kinda a half barrel that extends beyond the chamber?
But then what about Mossberg 500s and other similar shotguns? They have something similar to that on their barrels, but they don’t count toward length.

since it is only something that they will sell, and you can't build it yourself... I thinking they must have machined the "barrel" with the "receiver"... therefore somehow not actually making it a barrel and going with overall length!??!?!

No, it's simple. You have to pull the trigger twice to fire. Legalese semantics.
Rifles fire one round per 'function' of the trigger.
They make fire controls, right? So, design something nobody wants & stick it in something that falls in the cracks(legal loophole in the letter of the law).

Or, pull & release to fire. It's probably also binary, but if it's designed to require to two functions of the trigger to fire, it uses their approved legal determination about a rifle firing one round 'per function of the trigger', to their advantage.

Yep, binary trigger causes it to not meet the legal definition of a rifle since the legal definition says one round per pull of the trigger rather than one round per action like the machine gun definition.
Binary trigger makes it not a machine gun and not a rifle.
