It is a true statement. In order to do a can though it would have to be permanently attached to the muzzle loader while you built it so it could never be attached to a firearm.

Black powder weapons are not considered firearms and are not regulated by the NFA 34 or GCA 68.

Just like airgun suppressors. Exact same technology as a firearm suppressor, but they are permanently attached to the host airgun and could never be used in a firearm and therefor are completely legal and no regulated

If you make the can kinda like a glass pack muffler and you use pyrodex pellets instead of powder, you should have no issues getting it loaded. The core would simply be a tube with holes drilled in it (baffle) and then seated in an outer tube surrounded with steal wool kinda like the very old style suppressors. Weld the outer tube to the barrel and then have the core removable so that you could clean out and replace wool as needed!
