as I understand it, traveling with an SBR across state lines requires a prior approved form 5320.20(?) from the atf.

Correct. But if he's willing to go through the hoopla to get a can I'm sure he won't mind mailing a form that the only cost associated with it is a postage stamp. And the form is good for a year.
