Mail call: how can you confirm surplus or new manufacture? The upper looks surplus to me and the lower looks like it could be either? Is anyone producing new laminated uppers?

Wasn't sure, the lower is in perfect shape, like NOS. I just figured it was unlikely that I got a perfect specimen lol. The pin made me think it IS surplus but then I noticed this milled out section inside...I don't remember any other lowers being like this? But I'm just going off memory.
I paid $40 shipped for the set...good deal?
