Over gassed maybe but weak spring more likely.
or even wrong spring installed.
I would use a wolf spring and hopefully that should take care of it.
I would have to look at the bolt carrier and bolt to see how much ware is on them along with the spring rod too to make a proper diagnosis.
can easily check barrel gas port with different size bits to find the one that fits tight and that would let you know bore diameter of gas port.

Probably a dumb question but would a cetme 7.62x51 bolt work in a ptr 91? i was thinking about building the cetme in 6.5 creedmore but i may just use the kit for spare parts...
