I don't think so... he would have to be in service sometime during a conflict. Example being, he could get a Global War on Terrorism tag, and not have served overseas. I'm unaware of a cold war veteran service ribbon, but I know it was proposed as a award for service members who were active duty during certain years. Either way it's a stupid thing to put on your car.
I’ve got the Afghanistan War plate on my truck but I think next registration cycle I’m gonna get the GWOT tag

True story -
I was at a bookstore a few years ago, had on my Appleseed/RWVA shirt. (1775 Revolutionary War Veterans) Picture of a Minuteman on it. Stupid teenage girl looks at it and says "oh you're a veteran, you get a discount!"

It's no wonder these young punks are repeating history. They know nothing of the past.

Several years back I made my own Halloween costume of A WWII soldier, with blood on my face, and bruises.
After the early party someone suggested we go sing Karaoke at a bar, so I went. I carried the steel pot helmet inside, put it on the table, and switched to an authentic barracks cap. I looked like I’d been through hell, which was the whole idea....and some drunk came up to me, tried to thank me for my service and buy me a drink. It was so weird.

No part number, and it slides right into a .30 cal barrel.
The white part flips up or down. I think you set it up with the cross hairs on your sights, then flip up the white thing with the lines, and re-zero your rifle to different points with it, but this seems like a stupid idea to me.
It really feels a WWI thing, and they had some stupid weird shit back then.
Perhaps @Rabbit2047 or @EugenFJR have an idea?
