You get what you pay for... I assume that most of us who buy ammo for a rainy day would want something that performs well when you really need it to. I can tell you this, shitty Russian ammo is not what you want to depend on when your shots count. My 1st 3 gun comp. I used shitty Silver Bear ammo, and I couldn't hit shit at any sort of distance. From then on I've swore off anything but brass ammo, and I usually bite the bullet and buy M193 or M855 because I know that shit works, and I can depend on it.
