Factory#3 is in Ulyanovsk, Russia. Made in 1994. Russian ammo that old could be corrosive, I would do a primer/nail check. Since it is Uly, and HP, it could be 8M type. Put a needle in the hole and feel for serrations.

It could be corrosive even though the box says not corrosive?

I'll check the hole when I get home...is this stuff worth any premium? I've seen you talk about Uly and 8M before. I bought a couple of boxes for $5/each, should I get some more or is that avg price?

Old Uly is more accurate than new Uly, on par with modern Barnaul.
It does say noncorrosive, but in 1994 they were just starting to switch to noncorrosive. So check. Uly ammo after 2000 is GTG
