I used to use the winch on my Jeep for pulling bushes out. I ripped a 15ft crape myrtle out of the ground once at my sister's house. I hooked the winch to the crape myrtle and anchored the jeep to an oak tree with a tow strap on the back bumper and ripped it right out. Of course, a year later they had about 3 crape myrtles that had grown back because they didn't put anything on the roots.

I keep containers of TS Roundup concetrate on hand.Drilling the stumps and pouring it in there will work too. Tordon will work better than Roundup but either will work.
