I think this is pretty common
Last time I had a communist state pay for my eye surgery, I woke up in the middle of it, with my eyeball looking sideways on my nose. Could not speak or move, just laid there, looking at at the surgery team.
And it took them 2 years to do that emergency eye surgery. Most people do not understand that scarce resources will be rationed one way or another.
