If they cared about their officers being proficient and accurate with their side arms they would do something about it rather than make their guns less safe.
They can't. Like @Strider12 said, how do you get 40k officers trained at two ranges? They just want to wish them to proficiency, and if that doesn't work (which it didn't) make it tougher to pull the trigger.

Easy. Build more freaking ranges! Even if they're privately owned ranges with incentives to allow LE use them once a week or something. I know they give tax money to worse causes. Proper training for your officers should be a priority.
