You just have to be paying attention to fundamentals by way of doing some charting, and you have to be able to act quickly. These temporary, big dips are great for home run hitting, not long term investing. There are a number of inverse etfs that will allow you to capitalize on downward movements of financial indices, even play the VIX (volatility index).
Cashing out and buying "stuff" when the market turns bearish is always a terrible idea.
