Drawing Down Jacketed Bullets

Has anyone done this? I'm thinking of reloading for 5.45x39mm now that Hornady is making brass cases for it. For bullets, I'd like to buy cheap bulk .224 FMJ rounds (55 grain, probably) and draw them to .221. Is this feasible?

Just about everything good is hard to find. You have to keep your eye out and sign up for in stock alerts

Unfortunately, I've had failures to feed with the Hornady V-Max rounds; the plastic tip seems to be the culprit. I haven't had a failure to feed with any other ammo that I've tried in 5.45 (except for magazine-related failures).
