Here's some logical proof that U.S. gun laws are based on the premise that gun owners are of ill intent.
Consider barrel length and stock laws:
Rifle barrels must be 16 inches to prevent easy concealment of "high powered" weapons.
Handgun barrels may be shorter, but may not have a stock as they allow the shooter to fire with greater accuracy.
Why would any politician want to intentionally build in a feature to handguns that inhibit accuracy? Intent. The thought has to be that there is nefarious intent behind the possession of a concealable firearm.
And that's the root of the issue with gun laws.
