I used to collect old school car stereo amplifiers. I have 2 left that are about $500 each. I had one that was hand built, serial number 1, when I sold it I had to ship it to Brazil. Kiiiiiiinda wish I had kept that one.

If you don't ever want them functionally closed, you might be able to physically open them and cut the wires at the dampners. Possibly. IDK if they're normally closed and electrically opened, or vice versa, or electrically opened AND closed...
That's a zone control board. There should be dampners in your trunk line to basically partition off parts of the house into "zones."
@Mr. Goodbar is probably more familiar with this than I am.
By controlling the dampners into closed or semi-closed positions, it is supposed to regulate...
