Romanian PSLs are ok, but definitely no Tiger or Vepr as far as quality, longevity, or accuracy.
K-Var has Vepr 54Rs for $800 or $850.

Yeah, but how about this one. I'm only interested in the value of this actual firearm with the optic.

Well, their value has gone up because they have become scarce. That's the only reason.
To me, since I can get a Vepr 54R for $800, the inferior PSL is only worth about $600.
But the PSLs do bring $1000-$1500

I was thinking in the neighborhood of $1300 with the optic and mount.

Wait, just had a better look at the pics, that's a AES 10 RPK 7.62x39, not a PSL.
I'd say less than $1300. The Ratmil RPKs were considered better (according to popular opinion, although long barrel 7.62x39 models do not make sense to me...for long barrel models the justifiable ones are 7.62x54R, 6.5x39, and 5.45x39 since those have other gains besides less recoil.
