It really sucks. Even a sharpened toothbrush handle can get you into hot water. It's a real bitch. In Switzerland I can almost certainly get by with a small swiss army knife. I had my Spyderco Delica taken at the Louvre in Paris, but it was returned upon exit from the museum. The knife was 100% illegal to possess in France, but given the tourist traffic they kind of ignore it.
Just get ya a heavy duty "walking stick". At least you could beat the ever loving shit out of someone if you had to.
i have one of these (somewhere).. kinda nifty. too bad i have no idea where i put it!

Get a couple punch rings from Knuckle Dragger Tools. I picked up a few of them and they are light, sturdy, and sharp. Made from G10 material.
They used to sell them at local swap meets and gun shows. Slide your middle finger through the big center hole and hold it.
walk with a limp and have a gun cane or knife cane.. lead filled cane .knife necklace

It's tougher than you think. If you are carrying anything that you don't have an immediate an legal purpose for, you can be cited. Utility knife and not a carpenter on the job.,..go to jail. No shit.
