If I were going to build a x39 Id build one of the ones that takes AK mags. I think they are cool looking.

If you don't buy @White 's upper, check out SOTA for the parts to build your own. I have one of their complete uppers and have built two others with their parts. A really good option and should keep you well under your $700 budget. My AR in x39 was built with their parts and it runs like a champ. At least it does until you camber and try to fire a round of 5.56...
When they're illegal it will also be nice to know every part and assembly procedure so you can keep it going.I'd like to do it to say I have done it.
The feed ramp is one thing you'll want to pay attention to wherever you get your barrel from. I think most manufacturers have it dialed in now, but the traditional M4 feed ramps won't run reliably. They have to be opened up like this.

I can't get SOTA's website to load to look at their stuff, but the barrel I got from them was manufactured that way. I know many other people have had to open up their ramps to get them to work right.Is that filed out?
